vol.55 一番重要な改革は中央から地方へ自治権を移すこと

「今日本は明治維新に匹敵する改革が必要だ」との認識は多数の識者の一致するところです。
明治維新のときは、ヨーロッパやアメリカを視察して真似するモデルをヨーロッパとりわけドイツに求めました。
戦後は経済的豊かさを求めてアメリカをモデルとしてきました。
今は真似するモデルはどこにもなく、独自に作る以外に道はないと言われています。正解はありません。
改革、改革を加速などといっていますが、どんな国づくりをしたいのか描けているのでしょうか。

私はヨーロッパの考え方に学ぶものが未だあると以前にも書きました。
ヨーロッパには個性ある町に個性ある産業、個性ある食があふれています。自分達の食は自分達で作ります。
土地は良く耕し、川でつながった隣の国に迷惑をかけないために公害には厳しい監視をしています。
自然の中に家々は調和して融け込み、美しい風景を作り出しています。
かつての農業化社会をも大事にしてきた結果、工業化社会では日本に遅れをとりました。

今日の日本は中央の役人も国会議員も成金同様にお金をばら撒き無責任です。
何故こうなったかは明白です。自分達の町のためにお金を生かして使う仕組みがないからです。
市町村合併を更に進め、廃県置藩を実行し、競争して我が町をより良く作る仕組みに変えることです。
役人の天下り、そして官製談合はなくなり、競争力のある地域づくりに励むこと請け合いです。
私自身もそんな気持ちで物づくりに精出しているつもりです。

小生の持論、廃県置藩をご採択賜り、感謝します。
また、渡邉様のお祖父さんに深く敬意を表します。昔の政治家は、何と立派なことか。

小生の描く理想の行政区画は、昔の藩ではなく、それに近いものですが、河川の流域で区切ることです。
関東平野や濃尾平野は大きすぎますので、さらに、中流、下流域は、河川で区切ります。
同じ水を共有する地域を一つの行政区域とするものです。

ヒトという動物は、本来、定住性です。
定住性の動物は、一つの流域から出て行動することはありません。
一般的には、さらに小さな縄張りを設け、そこから外れようとはしません。
類人猿は、進化し、縄張りを共有する動物になりましたから、行動範囲が大幅に広がりましたが、
隣の流域まで、侵犯するのは、食糧危機が訪れた時だけです。
これが、第一の理由です。

次に、これが大きな理由ですが、ヒトという動物は、餌がなくても、水だけで生きていけるという、大きな特徴を持っています。
乳幼児は、持ちませんが、大人であれば、丸一年、水だけで生きていけます。
水は、ヒトにとって、空気の次に重要なものです。
水が変わると病気する、と言います。
硬水、軟水で、ミネラルバランスが大きく変わります。
硬水であっても、河川流域ごとに、その組成は異なり、ミネラルバランスが違っています。
ヒトは、生れ育った地域の水のミネラルバランスにうまく適合した体になっています。
そこに棲む動物や植物も、同様です。
従って、ヒトの餌は、棲んでいる身近な地域から採れたものに限らなければ、ミネラルバランスが崩れ、病気します。
京都では、一里四方で採れたものを食べていれば病気しない、瀬戸内海の島では、島で採れたものを食べていれば長寿間違いなし、と、言い伝えられて来ました。
これを、「身土不二の法則」と言います。
中国の漢方の、長年の経験から出た、健康論です。
動物学者からも、報告されています。
ヒトの侵入がない生態系に棲む動物は病気しない、と。
（ヒトが侵入すると、ヒトが新たな病原菌を持ち込み、野生動物も病気します。）

最近、「地産地消」がブームで、青空市場が流行っていますが、
同じ漢方の流れをくむ韓国では、随分前から、これが盛んで定着しつつあるようです。
日本人、全員、病気の今日、原点に返らなければ、健康を取り戻すことは困難です。
少なくとも、日本列島に棲むヒトは、日本列島で採れたものを食わなきゃ、日本人の将来は保証できません。

小生の１２年間の薬屋稼業の中から、健康を捉えて考える、行政区画割りの提案です。
